Ladies and Gentlemen,

Good morning. I am honoured to have this opportunity to address this forum.

Mr. Chairperson, Ladies and Gentlemen, The primary function of the steering committee is to see to the overall successful implementation of the METASIP. The members have a mandate in the sector based on the institutions they represent. They are expected to support and advocate for the outcomes of plan objectives. The composition of the Steering Committee includes the signatories to the Ghana Comprehensive Africa Agriculture Development Programme (CAADP) Compact. The scope of stakeholders is comprehensive along the value chain and includes national and decentralised levels.

Mr. Chairperson, Ladies and Gentlemen,

The Steering Committee has had 5 meetings since the inauguration in February this year. The focus has been on how to deliver on its terms of reference.

In this regard the Steering Committee is undertaking an exercise in collaboration with the Planning and Coordinating Agency (NPCA) of the New Partnership for Africa’s Development (NEPAD) to identify and strengthen systemic weaknesses and gaps in the structures and networks of stakeholder groups who would be participating in implementation. This exercise is scheduled for 26th to 28th July. The Africa Lead programme also recently carried out an assessment and will work alongside the activities with the NPCA.

The results of these exercises will lay the foundation for building the capacity of the stakeholder groups and also for the Steering Committee to effectively manage the implementation process.

The participants for this next week exercise are the Steering Committee members, the Secretariat and the SAKSS Coordinators. This group is considered critical in having a shared understanding regarding content and implementation mechanisms.

Mr. Chairperson, Ladies and Gentlemen,

Overall, the Steering Committee will support national facilitation competences such as providing strategic direction and management direction in the implementation process and management of partnerships and alliances. We consider ourselves a team with mutual concerns for the sector’s growth and development. We will strive to promote the mordernisation of the agriculture sector for the goal of national economic transformation evident in food security, poverty reduction and increased employment.
