AVIAN SPECIES

Day-old birds

Infectious Bursal Disease (Gumboro Disease)

International Veterinary Certificate attesting the following:

1)    Day-old birds

  1. Come from establishments which are regularly inspected by the Veterinary Authority and from hatcheries which comply with standards referred to in Appendix 3.4.1. of the Terrestrial Code.
    1. Have not been vaccinated against infectious bursal disease; or
    2. Were vaccinated against infectious bursal disease (the nature of the vaccine used and the date of vaccination shall also be stated in the certificate).
      1. Are the progeny of parent flocks which come from establishments:

a)    Which are recognized as being free from infectious bursal disease as demonstrated by AGP test;

b)    In which vaccination against infectious bursal disease is not practiced on the parent stock or

c)    In which vaccination against infectious bursal disease is not practiced on the parent stock; or

  1. Were shipped in clean and unused packages

MAREK’S DISEASE

Presentation of international veterinary certificate attesting that the day-old chicks:

  1. Come from establishment which are regularly inspected by the Veterinary Authority and from hatcheries which comply with the standards referred to in Appendix 3.4.1 of the terrestrial code.
  2. Were vaccinated against MD (the nature of the vaccine used and the date of vaccination shall also be stated on the certificate)
  3. Were shipped in clean and unused packages.

AVIAN MYCOPLASMOSIS

(Mycoplasma gallisepticum)

The presentation of an international veterinary certificate attesting that the day-old birds:

  1. Come from establishment free from avian mycoplasmosis and from hatcheries which comply with standards referred to in Appendix 3.4.1;
  2. Were shipped in clean unused packages

FOWL TYPHOID AND PULLORUM DISEASE

The presentation of an international veterinary certificate attesting that the day-old birds:

  1. Come from establishments which are regularly inspected by the Veterinary Authority and from hatcheries which comply with the standards referred to Appendix 3.4.1.
  2. Have not been vaccinated against  avian infectious bronchitis; or
  3. Were vaccinated against avian infectious bronchitis (the nature of the vaccine assed and the date of vaccination shall also be stated in the certificate
  4. Are the progeny of parent flocks which:

a)    From establishment and hatcheries which are recognized as being free from avian infectious bronchitis, based on the results of serological tests;

b)    Come from establishments in which vaccination against avian infectious bronchitis is not practiced on the parent stock, or

c)    Come from establishment in which vaccination against avian infectious bronchitis is practiced on the parent stock;

  1. Were shipped in clean and unused packages

AVIAN INFECTIOUS LARYNGOTRACHETIS (ILT)

The presentation of an international veterinary certificate attesting that the day-old birds

1)    Come from establishment and/or hatcheries which are regularly inspected by the Veterinary Authority and from hatcheries which comply with the standards referred to in Appendix 3.4.1;

2)    Have not been vaccinated against ILT;

3)    Were vaccinated against ILT(the nature of the vaccine used and the date of vaccination shall also be stated in the certificate);

4)    Are the progeny of parent stock which:

a)    Come from establishment and/or hatcheries which are recognized as being free from ILT, based on the result of serological tests;

b)    Come from establishments in which vaccination against ILT is not practiced on the parent stock; or

c)    Come from establishment in which vaccination against ILT is practiced on the parent stock;

5)    Were shipped in clean and unused packages

FOWL CHOLERA (FC)

The presentation of an international veterinary certificate attesting that the day-old birds:

1)    Come from establishment and/or hatcheries which are regularly inspected by the Veterinary Authority;

2)    Have not been vaccinated against FC; or

3)    Were vaccinated against FC (the nature of the vaccine used and the date of vaccination shall also be stated in the certificate)

4)    Are the progeny of parent flocks which:

a)    Come from establishment and/or hatcheries which are recognized as being free from FC

b)    Come from establishment and/or hatcheries in which vaccination against FC is not practiced on the parent stock; or

c)    Come from establishment and/or hatcheries in which vaccination against FC is practiced on the parent stock;

5)    Were shipped in clean and unused packages.

AVIAN INFLUENZA

The presentation of an international veterinary certificate attesting that the day-old live poultry:

1)    Were kept in an NAI free country; zone or compartment since they wee hatched;

2)    Were derived from parent flocks which had been kept in an NAI free country zone or compartment for 21 days prior to and at the time of the collection of eggs.

3)    Are transported in new containers.

NEW CASTLE DISEASE (ND)

From ND free country

The presentation of an international veterinary certificate attesting that:

1)    The day-old birds come from hatcheries situated in an ND free country;

2)    Neither the day-old birds nor their parents have been vaccinated using a modified live virus vaccine.

From Infected Country:

The presentation of an international veterinary certificate attesting that the day-old bids:

1) Come from hatcheries which are r regularly inspected by the Veterinary Authority;

2)    Come from hatcheries free from ND and not situated in an ND infected one;

3)    Have not been vaccinated against ND; or

4)    Were vaccinated against ND using a vaccine complying with the standards described in the Terrestrial Manual (the nature of the vaccine used and date of vaccination shall also be stated I the certificate).

APPENDIX 3.4.1

Appendix 3.4.1 refers the HYGIENE AND DISEASE SECURITY  PROCEDURES IN POULTRY BREEDING FLOCKS AND HATCHERIES in the OIE Terrestrial Code of 2005.Where there changes in subsequent editions those changes would apply

IMPORTATION OF DOGS INTO GHANA

I. All importers of dogs into the country (GHANA) would be required to provide test    results of the under listed diseases before a permit would be issued for the importation.

DISEASE TEST REQUIRED

  1. Brucella canis Serum Agglutination/Giemsa smear
  1. Trypanosoma evansi Card Agglutination test and/ Giemsa

smear

  1. Babesia gibsoni Giemsa smear
  1. Dirofilaria immitis Microfilaria filtration test
  1. Leishmania spps.                                         Indirect fluorescent antibody test or

ELISA or Direct Agglutination test

Importers should note that a permit would only be issued if all the test results are negative.

II.   Evidence that the dog has been vaccinated against the following disease organisms should also be provided

  • Canine distemper
  • Hepatitis
  • Parvovirus
  • Leptospira canicola and Leptospira  icterohaemorrhagiae
  • Parainfluenza
NOTE

The Veterinary Services Directorate would like to bring to the notice of all AIRLINES that pets (Dogs and Cats) can only be imported into the country on a signed Veterinary Import Permit from the Veterinary Services Directorate.

ALL AIRLINES should therefore ensure that pets they carry are covered by Veterinary Import Permits from the Veterinary Services Directorate to avoid any inconvenience to their clients

IMPORTATION OF SHEEP/GOAT

International Veterinary Certificate from the Exporting
Country should attest to the following:

I CAPRINE AND OVINE BRUCELLOSIS

International veterinary certificate attesting that:

  1. The animals showed no clinical signs of caprine or ovine       brucellosis on the day of shipment;
  2. Come from a sheep or goat flock officially free from caprine and ovine  brucellosis or a sheep or goat flock free from caprine or ovine brucellosis

II CONTAGIOUS AGALACTIA

International veterinary certificate should attest that the animals:

  1. showed no clinical sign of contagious agalactia on the day of shipment;
  2. were kept since birth or for the 6 months prior to shipment in an establishment where no case of contagious agalactia was officially reported during that period.;
  3. were kept in a quarantine station for the 21 days prior to shipment.

III MAEDI-VISNA

International veterinary certificate attesting that:

  1. the animals showed no clinical sign of maedi-visna on the day of shipment;
  2. animals over one year of age were subjected to a diagnostic test for maedi virus with negative results during the 30 days to shipment;
  3. maedi-visna was neither clinically nor serologically diagnosed in the  sheep/goat present in the flocks of origin during the past 3 years, and also that no sheep/goat from a flock of inferior health status was introduced into these flocks during that period.

IV. SCRAPIE

The international veterinary certificate attest that the animals come from a zone or an establishment free from scrapie as described in Article 2.4.8.3. and in Article 2.4.8.4. of the Terrestrial Animal Health code of 2005.

V. SHEEP AND GOAT POX

The International veterinary certificate attests that the animals:

  1. showed no clinical sign of sheep pox/goat pox on the day of shipment;
  2. were kept in a sheep pox/goat pox free country since birth or for at least the past 21 days.

VI PESTE DES PETITS RUMINANTS (PPR)

Attestation that the animals:

  1. Showed no clinical signs of PPR on the day of shipment;
  2. Were kept since birth, or for the past 21 days, in an establishment where no case of PPR was officially reported during that period , and that the establishment was not situated in a PPR infected zone and/or;
  3. were kept in a quarantine station for 21 days prior to shipment;
  4. have not been vaccinated against PPR or

5.        were vaccinated against PPR:

  1. not less than 15 days and more than 4 months prior to shipment in the case of animals for breeding or rearing.

VII HEART WATER

Attestation that the animals:

  1. showed no clinical signs of heart water on the day of shipment;
  2. were subjected to a diagnostic test for heart water with negative results during the 15 days prior to shipment;
  3. were treated with acaricide prior to shipment and were completely free of ticks.

VIII. CONTAGIOUS CAPRINE PLUEROPNUEMONIA

Attestation that the animals:

  1. show no clinical sign of CCPP  on the day of shipment;
  2. were kept in CCPP free country since birth or for at least 3 months

IX. ENZOOTIC ABORTION OF EWES (OVINE CHLAMYDIOSIS) (EAE)

Attestation that the animals:

  1. have remained since birth, or for the previous 2 years, in establishment      where EAE has been diagnosed during the past 2 years;
  2. showed no clinical sign of EAE on the day of shipment;
  3. were subjected to a diagnostic test for EAE with negative results within the 30 days prior to shipment.

IMPORTATION OF CATTLE

International Health Certificate should attest to the following:

Bovine Genital Campylobacterosis

Female bionics for breeding International veterinary certificate attesting that:

  1. the animals are virgin heifers; or
  2. the animals were kept in a  herd in which no case of bovine genital campylobactenons  has been declared, and/or
  3. for animals which have been mated, the culture of vaginal mucus for the presence of causal agent of bovine genital campylobacteriosis proved negative.

Bovine Tuberculosis

International Veterinary Certificate attesting that the animals:

  1. showed no clinical sign of bovine tuberculosis on the day of shipment;
  2. originate from a herd free from bovine tuberculosis that is in a country, zone or compartment free from bovine tuberculosis, or
  3. were subjected to the tuberculin test for bovine tuberculosis with negative results during the 30 days prior to shipment and come from a herd free from bovine tuberculosis; or
  4. were isolated for the 3 months prior to shipment and were subjected to the tuberculin test for bovine tuberculosis with negative results on two occasions, with an interval of not less than 60 days between each test.

ENZOOTIC BOVINE LEUKOSIS (EBL)

International veterinary certificate attesting that the animals:

  1. come from an EBL free herd; or
  2. meet the following three conditions
  3. meet the following three conditions:

a)            the animals were kept in a herd in which:

i.    there has been no evidence of EBL either clinical, post-mortem, or as a result of a diagnostic test for EBL within the previous 2 years;

ii.     all animals over 24 months of age have been subjected to a diagnostic test EBL on a blood sample on two occasions with negative results during the preceding 12 months, at an interval of at least 4 months, or were tested on two occasions while  segregated from the herd in an isolation must approved by the Veterinary Authority at an interval of at least 4 months;

b)                   the animals were subjected to a diagnostic test for EBL within 30 days prior to shipment with negative results;

c)                   if less than 2 years of age, the animals come from uterine dams which have been subjected to a diagnostic test for EBL on a sample on two occasions at interval of at least 4 months within the preceding 12 months with negative results.

INVECTIOUS BOVINE RHINOTRACHESTIS/INFECTIOUS PUSTULAR VULVOVAGINITIS (IBR/IPV)

International Veterinary Certificate attesting that the animals:

  1. showed no clinical sign to IBR/IPV on the day of shipment;
  2. come from an IBR/IPV free herd; or
  3. were kept in a quarantine station for 30 days prior to shipment and were subjected to a diagnostic test for IBR/IPV on a blood sample on two occasions with negative results, at an interval of not less than 21 days.

TRICHOMONOSIS

International Veterinary Certificate attesting that:

  1. the animals showed no clinical signs of trichomonosis on the day of shipment;
  2. the animals were kept in a herd in which no case of trichomonosis has been reported, and .or
  3. for females which have been mated, direct microscopic examination and culture of vaginal mucus were negative.

BOVINE ANAPLASMOSIS

Attestation that the animals:

  1. showed no clinical sign of bovine  anaplasmosis, and
  2. were, since birth, kept in a zone known to be free of bovine anaplasmosis for the previous 2 years
  3. were treated with an acaricide and if necessary a repellant against biting insects prior to shipment and were completed free of ticks.

BOVINE BABESIOSIS

Attestation that the animals:

  1. showed no clinical sign of bovine babesiosis on the day of shipment, and
  2. were since birth, resident in a zone known to be free of bovine babesiosis for the previous 2 years;
  3. were treated with an acaricide prior to shipment and were completed free from ticks.

DERMATOPHILOSIS

Attestation that the animals:

.showed no clinical sign of dermatophilosis on the day of shipment;

Were treated with acaricide prior to shipment and were completely free of ticks.

THEILERIOSIS

Attestation that the animals:

  1. showed no clinical signs of therleriosis on the day of shipment; and
  2. were, since birth, kept in a zone known to be free of theileriosis for the previous 2 years
  3. 3 were treated with an acaricde  prior to shipment and were completely free of ticks.

HAEMORRHAGIC SEPTICAEMIA(Hs)

Attestation that the animals:

  1. showed no clinical  sign of HS on the day of shipment; and
  2. were kept in a quarantine station for 3 months prior to shipment; and
  3. were examined for the presence of the causative organism in the naso-pharyus, in  conformity with the procedures described in the terrestrial Manual  of OIE on four occasions, at weekly intervals during the last month I quarantine with negative results; and

BOVINE SPONGIFORM ENCEPHALOPATHY (BSE)

Attestation that;

  1. the feeding of ruminants with meat-and-bone meat and greaves derived from ruminants has been banned and the ban has been effectively enforced.
  2. cattle selected for export:

(a)     are identified by a permanent  identification system enabling them to be traced back to the dam and herd of origin and are not progeny of BSE suspect or confirmed females.

(b)     Were born at least 2 years after the date from which the ban or feeding ruminants with meat-and-bone meal and geneses derived from ruminants was effectively enforced.

LUMPY SKIN DISEASE (LSD)

Attestation those animals:

  1. showed  no clinical sign of LSD on the day of shipment,
  2. were not vaccinated against LSD during the 30 days prior to shipment, or
  3. were vaccinated against LSD not more than 3 months prior to shipment;
  4. were kept since birth, or for the past 28 days, in an establishment where no case of LSD was officially reported during that period, or
  5. were kept in a quarantine stations for the 28 days prior to shipment.

CONTAGIOUS BOVINE PLEUROPNEUMONIA (CBPP)

Attestation that the animals:

  1. showed no clinical sign of CBPP on the day of shipment,
  2. were kept in a CBPP free country since birth or for at least the past 6 months.

FOOT AND MOUTH DISEASE (FMD)

Attestation that the animals:

  1. showed no clinical sign of FMD on the day of shipment
  2. were kept in the establishment of origin since birth, and that FMD has not occurred with a 10 kilometer radius of the establishment of origin for the period 3 months.
  3. were isolated in an establishment for 30 days, prior to shipment, and all animals in isolation were subjected to diagnostic test (probing and serology) for evidence of FMDV infection with negative result at the end of that period, and that FMD did not occur within a  10 kilometer radius of the establishment during that period; or
  4. were not exposed to any source of FMD infection during their transportation from the quarantine station to the place of shipment.

VESKULAR STOMATITIS (VS)

Attestation that the animals:

  1. showed no clinical sign of on the day of shipment;
  2. were kept in a VS free country or compartment since birth or for at least the past 21 days.

BLUETONGUE (BT V)

Attestation that the:

  1. animals were kept in a BTV free country or zone since  birth for at least 60 days prior to shipment. Or
  2. animals were kept in a BTV free country or zone for at least 7 days, then were subjected with negative results, to an agent, identification test according to the Terrestrial Manual, and remained in the BTV free country or zone until shipment.

IMPORTATION OF PIGS FOR BREEDING

INTERNATIONAL VETERINARY CERTIFICATE SHOULD ATTEST TO THE FOLLOWING.

I. ATROPHIC RHINITIS OF SWINE

That the animals:

  1. showed no clinical sing of atrophic rhinitis on the day of shipment;
  2. were kept in the exporting country, since birth or for the 6 months prior to shipment, in an establishment where no case of atrophic rhinitis was officially reported during the past year.

II. PORCINE BRUCELLOSIS

That the animals:

  1. showed no clinical signs of porcine brucellosis on the day of shipment;
  2. were kept in a herd free from porcine brucellosis;
  3. were subjected to a diagnostic test for porcine brucellosis with negative results during the 30 days prior to shipment.

III. ENTEROVIRUS ENCEPHALOMYELITIS

Attestation that the animals:

1.             showed no clinical sign of TGE on the day of shipment;

AND EITHER

2.             come from an establishment in which no case of TGE was reported during the 12 months prior to shipment; and

3.             showed negative results to a diagnostic test for TGE during the 30 days prior to shipment and were kept isolated during this period;

OR

  1. come from a country in which TGE is officially modifiable and no clinical case has been recorded in the previous 3 years.

IV. TRANSMISSIBLE GASTROENTERITIS (TGE)

International veterinary certificate attesting that animals:

1.show no clinical sign of TGE on the of  shipment;

AND EITHER

2. come from an establishment in which no case of TGE was reported during the 12 months prior to shipment;

3. showed negative results to a diagnostic test for TGE during the 30 days prior to shipment and were kept isolated during this period;

OR

4. come from a country in which TGE is officially notifiable and no clinical case has been recorded in the previous 3 years

V. SWINE VESICULAR DISEASE (SVD)

International veterinary certificate attesting that the animals:

  1. showed no clinical sign of SVD on the day of shipment;
  2. were kept in an SVD free country since birth or for at least the past 6 weeks.

VI. AFRICAN SWINE FEVER

International veterinary certificate attesting that the animals:

  1. showed no clinical signs of ASF on the day of shipment;
  1. were kept in an ASF free country or zone since birth.

VII. CLASSICAL SWINE FEVER (CSF)

International veterinary certificate attesting that the animals;

  1. were kept in a country or zone free of CSF in domestic pigs since birth or for at least the past months.
  1. have not been vaccinated against CSF, nor are they the progeny of vaccinated sows, unless there are validated means of distinguishing between vaccinated and infected pigs;
  1. come from an establishment which is not located I a DSF wild pig control area as defined in Article 2.6.7.5  of the Terrestrial Animal Health Code of 2005, and has undergone surveillance to verify absence of CSF in accordance with Appendix 3.8-8 of the Terrestrial Animal Health Code of 2005;
  1. showed no clinical sign of CSF on the day of shipment.

IMPORTATION OF SHEEP/GOAT

International Veterinary Certificate from the exporting

Country should attest to the following:

I `OVINE EPIDIDYMITIS (Brucella ovis)

Attestation that:

  1. the animals showed no clinical sign of ovine epididymitis on the day of shipment;
  2. the animals come from a sheep flock free from ovine epididymitis;
  3. for sheep over 6 months of age, the animals were isolated in the establishment of origin for the 30 days prior to shipment and were subjected to the diagnostic test for Brucella ovis with negative results; or
  4. for sheep from a flock other than that stated in point (2) above, the animals were isolated prior to shipment and were subjected to the diagnostic tests for Brucella ovis with negative results on two occasions, with an interval of 30 to 60 days between each test, the second test being performed during the 15 days prior to shipment.

II CONTAGIOUS AGALACTIA

International veterinary certificate should attest that the animals:

  1. showed no clinical sign of contagious agalactia on the day of shipment;
  2. were kept since birth or for the 6 months prior to shipment in an establishment where no case of contagious agalactia was officially reported during that period.;
  3. were kept in a quarantine station for the 21 days prior to shipment.

III MAEDI-VISNA

International veterinary certificate attesting that:

  1. the animals showed no clinical sign of maedi-visna on the day of shipment;
  2. animals over one year of age were subjected to a diagnostic test for maedi virus with negative results during the 30 days to shipment;

  2. were kept in a sheep pox/goat pox free country since birth or for at least the past 21 days.

VETERINARY HEALTH CERTIFICATE

REQUIREMENTS FOR HATCHING EGGS

MAREK’S DISEASE ( M D )

The presentation of an International Veterinary Certificate attesting that the hatching egg:

  1. Have been disinfected in conforming with the standards referred to in Appendix 3.4.1 of the Terrestrial code;
  1. Come from establishments which are regular inspected by the Veterinary Authority and hatcheries which comply with the standards referred to in Appendix 3. 4.1;
  1. Come from establishment in which vaccination  against MD is practiced ( the nature of the vaccine used and the date of vaccination shall also be stated in the certificate);
  1. Wear shipped in clean and unused packages.

INFECTIONS BURSAL DISEASE (GUMBORO DISEASE)

The presentation of an international veterinary certificate attesting that the hatching egg:

  1. Have been disinfected in conformity with standards referred to in Appendix 3.4.1 of the Terrestrial code;
  2. Come from establishments which are regularly inspected by the Veterinary Authority and from hatcheries which comply with 3.4.1 of the Terrestrial code.
  3. Were shipped in clean and unused packages.
