EU-GAP Components

Programme Components

The Programme has three (3) integrated and complementary components that seek to modernize agricultural production processes by removing binding constraints to agricultural productivity and development in the programme area. These are:

  • Market Oriented Agriculture Programme (MOAP-NW)
  • Resilience Against Climate Change (REACH), and
  • Productive Investment / Infrastructure Development

The components of the Programme, budget and status of implementation (as of June 2023) has been presented as follows:

Contributes to the development of actions targeting sustainable and commercial agriculture through the active support to seven (7) selected value chains. This contribution will help rural households to move from subsistence to income-generating agriculture and create decent jobs.

 
  • More than 92% of the supported smallholder farmers (48% women, 56% young people below 35 years) are applying at least 5 recommended GAPs, 2 of which are climate resilient, in the promoted value chains.
  • Productivity among smallholder farmers has increased, between 78% (rice) and 99% (soybean), as compared to 2017 baseline figures.
  • More than 70,000 (44% women) have been capacitated on General GAPs across 6 value chains (Rice, Sorghum, Soya Groundnut, Cashew, and vegetables)
  • 311 producers have been certified Organic according to EU sustainable standards, between 2019 and 2022, earning up to 70% more through exports to EU and Swiss markets.
More than 12,000 farmers receive embedded services from 24 off-takers and 8 VSLA unions, for example, inputs pre-financing or 
  • threshing services through linkages created.
  • 871 smallholder farmers (88% Women) using handheld push planters procured on a cost-shared basis to reduce labor and time associated with planting.
  • 572 Village Savings and Loans Associations (VSLAs) have been formed and developed, with 15,364 members (79% women), to enhance access to finance. Share savings of 439 VSLAs valued at GhȻ 2,307,358.
333 Agricultural Extension Agents and officers within the 14 District and 3 regional Departments of Agriculture have been capacitated to deliver improved advisory services in specialized areas to smallholder farmers.
Component II: (a) Resilience Against Climate Change (REACH) by ComCashew - GIZ.

Drives the transformation towards a climate resilient agricultural production and improved livelihoods in North West Ghana. The project builds capacities for the widespread adoption of Conservation Agriculture (CA) as well as climate resilient planning systems from the community to the district level. The project has a mulit-level approach: Within 200 rural communities, Community Action Plans (CAPs) are developed, and farmers are supported to implement Conservation Agriculture (CA) and Agroforestry. 14 Metropolitan, Municipal, and District Assemblies (MMDAs) are capacitated to employ improved planning processes making use of GIS technologies and modernised IT Infrastructure.

·       CA course to train Agriculture Extension Agents developed and adopted by Damongo Agriculture College (DAC) and Center for No till 

Agriculture (CNTA) other Agriculture Colleges in the country.

  • 57 AEAs trained in conservation agriculture and subsequent 2700 farmers trained in step down training in 54 communities on CA.
  • 154,000 seedlings of cashew distributed to farmers in 26 communities to promote Agroforestry.

(b ) Resilience Against Climate Change – Social Transformation Research (REACHSTR) by International Water Management Institute (IWMI).

The REACH-STR project is working towards a more inclusive and sustainable economic growth policy and programming achieved in northern Ghana by 202.

The REACH-STR project involves five specific strategic activities:

1. MANAGEMENT AND COORDINATION: Project management, monitoring & evaluation, and Communication

2. REVIEW AND DESIGN: Review of existing studies and identification of the main research questions.

3. RESEARCH IMPLEMENTATION: Implementation of approved social transformation research.

4. CAPACITY BUILDING AND LEARNING: Promote capacity building and knowledge management through annual knowledge and learning events, and summary reports of outputs from the knowledge and learning events.

5. POLICY RECOMMENDATIONS: Develop policy recommendations based on research findings and stakeholder consultations
 

I. RESEARCH OUTPUTS:

  • Literature reviews: Four (4) stylized literature reviews on the concept of social transformation and its linkage with climate resilience, migration, and national policies have been completed.
  • Journal Articles: Two (2) articles on social transformation have been published in high-impact journals.
  • Policy briefs: Six publicity briefs covering the linkages between social transformation, gender relations, migration, and climate resilience have been published.
  • Special research outputs: The project has completed studies on gendered transformation and the impact of development interventions (infrastructure, capacity building, etc.) on social transformation.

II. CAPACITY BUILDING OUTPUTS:

•             Graduate Scholarship: Fifteen (18) postgraduate students, including four PhDs and eleven Masters students, have received full scholarships, which cover their fees, stipends, and field work. Their theses 

will provide insights on social transformation.

  • Transformation Analysis Graduate Research Seminar Series (STARS): At least twice a year, scholarship beneficiaries make presentations about the progress of their work. Extracurricular training on career development has also been organised for the students.
  • Learning and Knowledge Sharing Events: Annually, up to sixty (60) development planners, gender desk officers, and agricultural officers from the Upper West and Savannah regions are trained on social transformation analysis. In 2023, LKS events involved building the capacity of participants to understand climate funding mechanisms and to guide them in developing proposals for these funds.

III. CONFERENCES AND SYMPOSIA

  • Pre-COP workshops: Prior to the UN Conference of the Parties (COP) on climate change for 2022 and 2023, national workshops were organized. A communiqué from the workshops is usually included in the information pack used by the Ghana team for the CoP conferences.
• National and regional policy conferences and symposia: REACH-STR and its partners have organised one national policy workshop, one regional conference, and one international symposium. These conferences were used to discuss the nexus between social transformation, policies, climate change, and migration.

Component III:  Productive Investment for Savannah Ecological Zone.

It has four sub-components managed by separate agencies:

1. Component: Agricultural Water Management Project (AWMP) Implemented by GIDA in partnership with AFD

  • Agricultural Water Management; aims to improve water management and provide opportunities for all year-round agricultural production in the project implementation area.

The project will invest in 35 small scale irrigation schemes comprising of:

  • rehabilitation of 9 existing earth dams,
  • construction of 6 new earth dams,
  • developing 11 irrigation schemes fed by pumping stations from the black volta and,
  • developing 9 irrigation schemes fed by boreholes /groundwater

The project will address critical irrigation infrastructure needs to enhance agricultural production and productivity in the project area.  It is expected that the project will put at least 1000ha of agricultural land under irrigation and this will benefit at least 6000 small holder farmers. In addition to the provision of the irrigation facility, the project also aims at increasing agricultural productivity by building the capacity of Water User Associations building on good agronomic practices.

The project will also address the structuring and strengthening of agricultural value chains, particularly rice and horticulture, by increasing farmers' access to inputs and services and improving their capacity to process and market products.

 
  • Technical feasibility study completed in 2021 and reviewed.
  • Project Management Unit (PMU) established and ready to implement the project and get the 35 irrigation schemes designed and constructed. 
2. Transport Infrastructure

 - World Bank in partnership with Department of Feeder Roads (DFR)

  • Transport Infrastructure in Upper West Region; to build feeder roads and farm tracks to create linkages to market access and irrigation facilities, under the existing Ghana Transport Sector Improvement Project (TSIP)
 
  • Transport Infrastructure: Works ongoing on all 3 packages totaling 669km of selected feeder roads with update as follows: 
  • Total length of Package 1 - 235km (Nadowli Kaleo, Wa West, Wa Municipal): Construction works is currently ongoing with about 60km of the roads substantially completed
  • Total length of Package 2 - 209km (Jirapa, Lawra, Daffiama- Bussie-Issa districts): Construction works is currently ongoing with about 50 km of the roads substantially completed
  • Total length of Package 3 -  225km (Nandom, Lambusie, Lawra): Construction works is currently ongoing with about 70km of the roads substantially completed

Environmental and Social Assessment has been carried out, Concept Design finalised and procurement of contractors ongoing

3. Solar Energy - € 5M

Solar Energy; to provide access to affordable and reliable renewable energy to the agriculture private sector in the project area.

Solar Energy: Discussions on the implementation modalities and negotiations with key partners such as VRA, NEDCo ongoing

4. Matching Fund - € 10M Both will be managed by Africa Investment Platform (AIP) in partnership with other entities · Matching Fund; to facilitate access to finance for viable commercial projects for agribusinesses involved in post-harvest and processing in seven selected value chains Matching Fund: Design of the Scheme has been completed and consultations on implementation arrangements for the scheme is on-going
