
The Ministry of Food and Agriculture (MOFA) has organized capacity-building training for its directors and staff on the Public Procurement Act, 2003 (Act 663). The training aimed to enhance understanding and implementation process of the Procurement Act,2003 (Act 663) as amended. The training started on Monday, January 19 Monday, 26th to Monday, 26th January 2026, at the Ministers’ Conference Room in Accra.
The training forms part of MOFA’s strategic efforts to strengthen its procurement systems to align with national policies.
The director of Procurement of the Ministry, Madam Doris Y. Vaayi emphasized that Procurement plays a crucial role in ensuring transparency, fairness, and value for money in public service delivery. “The Act helps us achieve our agricultural goals efficiently and responsibility,” she reaffirmed.
Key areas focused on included procurement planning, tendering process, risk management, contract management, value for money, accountability in the use of the public funds and modern challenges in procurement administration.
Another major focus of the training hinged on the integration of the Ghana Electronic Procurement System (GHANEPS) with the Ghana Integrated Financial Management System (GIFMIS) to enhance participants understanding of e-procurement process to achieve procurement efficiency.
The training re-enforced the mandatory use of GHANEPS, in line with a directive from the Ministry of Finance mandating all government procurement activities to be conducted electronically. Since its launch in April 2019, the public Procurement Authority (PPA) has rolled out GHANEPS to 869 entities nationwide, with institutions expected to complete the transition from manual to elections procurement within the stipulated grace period.
The training was facilitated by experienced professionals in electronic public procurement and public financial management, namely, Mr. Prince James Adekpey (GHANEPS), Mr. Kwame Agyeman (GHANEPS), and Mr. James Amamoo (GIFMIS).
Participants expressed their appreciation to the Hon. Minister, Hon. Eric Opoku and the Management of the Ministry for the initiative and reaffirmed their commitment to upholding best practices in procurement for effective agricultural services delivery.
